The button is used to toggle between the legend and the layer list. For example to go from legend to layer

The layer list can be used to turn on/off layers. The "Refresh Map" button should be clicked for the Map to update.

The layer list is also used to set the active layer. This is done by turning on the radio button next to the layer of interest. This sets Query/Identify and Find tools to operate on the active layer.
